Marcum LLP is Proud to Support The Supervision to Aid Re-entry (STAR) Program in the Eastern District of Pennsylvania Advisory

The Supervision to Aid Re-entry (STAR) program in the Eastern District of Pennsylvania is a federal reentry court program for Philadelphia citizens on supervised release who are returning to the community from federal prison. The program’s goal is to lower the rates of recidivism and violent crime in the community through assistance with education, training, employment, and other needs.

Every two weeks approximately 20 participants appear, with their assigned Probation Officers, before the Honorable Timothy R. Rice, U.S. Magistrate Judge, to report on their progress in the 52-week program. The reentry team consists of Assistant U.S. Attorneys, Assistant Federal Public Defenders, Probation Officers, Federal law clerks, professors and students from Temple and Drexel universities and local attorneys. In 2019, Judge Rice asked Marcum to assist with accounting and tax issues on a pro bono basis.

Marcum LLP’s Director, John Bullock, CPA, CFE, CVA, has been assisting the STAR program participants, where his role includes meeting with program participants, collecting necessary documentation, communicating with federal and state taxing agencies and preparing necessary correspondence in an attempt to resolve tax issues. In addition, John will meet with individuals to discuss any budget or accounting questions. Outside of the bi-weekly reentry court sessions, all of John’s communications are through the STAR program coordinator.
