New York State Offering Workforce Development Grants for Job Creation and Retention Tax & Business

Effective as of June 17, 2013, The New York State Department of Labor (NYSDOL) is making available $5 million in funding to develop and enhance the occupational skills of New York State’s workforce.

Eligible applicants will be able to apply for one, two or three projects which will support the following training activities:

  • Existing Employee Training Program
  • New Hire Training Program
  • Unemployed Worker Training Program

The maximum amount of funding per applicant will be $100,000, with a $5,000 per trainee cost. Eligible applicants will include private sector for-profit businesses, private sector not-for-profit businesses, and training providers which have two or more employees and are in good standing regarding Unemployment, Workers Comp, and Disability Insurance, and labor, safety and health standards.

The purpose of these programs is to avoid layoffs by:

  1. Training existing employees who are at risk of losing their jobs unless they obtain upgraded skills
  2. Training long-term unemployed dislocated workers who require training upon being hired
  3. Training long-term unemployed dislocated workers who require classroom-based skills upgrading to be qualified to be hired

The Existing Employee Training Program will provide funds to businesses to train existing employees who are at risk of being laid off without the training. Training must be in specific occupational skills needed by the business. Occupational skills training is defined as instruction conducted in an institutional or worksite setting designed to provide individuals with, or upgrade them in, the technical skills and information required to perform a specific job or group of jobs. The position(s) targeted for training must exist and be filled at the time the proposal is submitted.

The New Hire Training Program will provide funds to businesses to hire and train dislocated workers deemed long-term unemployed who need skill upgrade training for the job responsibilities immediately after the hiring process. For purposes of this offering, long-term unemployed dislocated workers are defined as individuals who have been unemployed for 20 weeks or more.

The Unemployed Worker Training Program will fund occupational skills training of long-term unemployed dislocated workers to prepare them for full-time jobs (35 hours per week or more) needed by a business or group of businesses in the region. Occupational skills training for purposes of this solicitation, is up to one year of instruction in a classroom setting designed to provide participants with the technical skills and information required to be proficient in a specific job.

The funding is provided on a cost reimbursement basis. The application period closes on August 12, 2013. Applications are made through the New York State Consolidated Funding Application which is accessible at https://apps.cio.ny.gov/apps/cfa/.
