The FDIC, the Office of the Comptroller of the Currency, the Board of Governors of the Federal Reserve System, the Securities and Exchange Commission and the Commodity Futures Trading Commission (together referred to as “the Agencies”) have issued a Financial Institution Letter discussing the “Volcker Rule” under the Dodd-Frank Act.  The FIL addresses the treatment of Collateralized Debt Obligations backed by Trust Preferred Securities under 12 CFR 351.16 of the Interagency interim final rule.
