Michael D’Addio, a principal at accounting giant Marcum LLP who focuses on health care and taxes, said he found many similarities between the House and Senate legislation. “The biggest difference is the Senate bill doesn’t give states the right to opt out of [protections] for people with preexisting conditions,” D’Addio said.
