About Barry

Barry Halpern, CPA is a Tax & Business Services partner at Marcum LLP’s New York City office and leads Marcum’s national State Credits and Incentives practice. His practice helps clients identify, negotiate, and secure various financial incentives and benefits such as cash grants, tax credits, training incentives, utility benefits, sales/use and property tax exemptions and abatements etc., and assists them with expansion eff orts throughout the United States. He works very closely with Marcum’s national Research & Development and General Credits and Incentives (renewables) groups. Together, they deliver high-value quality professional services and have obtained lucrative federal and state tax credit and incentives for businesses across industries including manufacturing and distribution, technology and media, financial services, construction, healthcare, and private equity.

Prior to joining Marcum, Barry spent close to fifteen years with a “Big four” accounting firm where he advised clients in all areas in state taxation. He also spent a few years in that firm’s National Multistate Practice, consulting with businesses on various refund opportunities, including state credits and incentives. He has extensive experience advising clients on New York State and New York City tax matters, having successfully represented corporations and partnerships before state taxing authorities.

In addition, Barry frequently conducts internal and external training sessions and webinars. He has written numerous published articles and tax alerts on credits, incentives, and state taxation issues and speaks often at professional events.
