About Ralph

Ralph Ourlian is a director in Marcum’s State and Local Tax Practice. With more than 20 years of public accounting and state and local taxation practice experience, Mr. Ourlian specializes in all areas of state and local taxes, focusing on income and franchise taxes and sales and use taxes. In addition, he has worked in many different industries, including the manufacturing, retail, technology, and service-based industries.

Mr. Ourlian has worked on complex income and franchise tax issues, including costs of performance issues, unitary matters, state tax treatment of cancellation of debt income, restructuring, state tax return reviews, and apportionment sourcing issues.

Mr. Ourlian has provided services in the sales and use tax area of state taxation. He has consulted on nexus and tax treatment of specific transactions regarding sales and use taxes. Mr. Ourlian has implemented Managed Compliance Agreements with several jurisdictions and assisted in managed audits as well.

He also has extensive experience obtaining voluntary disclosure agreements, FIN 48/ASC 740 reviews, and tax outsource projects.

Mr. Ourlian is a member of the Michigan Association of Certified Public Accountants and the American Institute of Certified Public Accountants. He is also an active participant in the MICPA State and Local Task Force Group. He’s also been the vice-chairman of the Michigan Tax Conference (one of the largest tax conferences) in 2020 and 2021.
